VTLSP is an organization made up of teen leaders. But some take on even greater responsibility as leaders of the program. As a State or National officer of VTLSP, one is expected to go the extra mile in helping to carry out the mission and goals of the program. Officers are often asked to travel around the state and the country to promote the ideals set forth in our mission.

Hi! My name is Allie Francis and I am really excited to be this year's State Representative for the Vermont Teen Leadership Safety Program. I am currently a senior at Montpelier High School and I am thrilled to be facing such a promising year. I believe what we all do to make Vermont a safer and healthier place for teenagers to live is extremely important. Through continuing to share our message and implementing new programs throughout our state I am optimistic about touching even more lives and changing the ways many students in Vermont think about destructive behaviors.
I am energized and ready to support the ideas that the fabulous students involved with VTLSP come up with. Please contact me for anything you may need, I am here to assist you in anyway that I can! I also have some ideas and thoughts that I am looking forward to sharing with everyone.
It has been my great pleasure to be involved with VTLSP for the past four years. Thank you so much for the honor of being elected State Representative.

Hey, I'm Sean O'Reilly, this year's National Representative! I am a senior at St. Johnsbury Academy and this is my fourth year being in VTLSP. Last year I served as the State Representative and I am psyched to continue to represent VTLSP, this year at the national level. Allie and I have been sharing ideas about how we can promote the ideals of VTLSP/SADD in and out of the state and I am very excited for what VTLSP is going to do this year.
This is our state and I am honored to be the one to represent us to our nation. No matter where we are, in Vermont or California, living and promoting safe and healthy lifestyles is crucial to creating a safer place to be. I hope to have the opportunity to show the rest of the nation what a strong and successful network of teens working towards a better place we have here in Vermont.

The VTLSP Youth Advisory Council (YAC) is made up of one peer elected member from each VTLSP School. Youth Advisory Council members will:
- Meet five or more times per year: Sept. & Jan, (two day training); June (spring mtg.); and assist with GYLC. If necessary, find a substitute to take your place.
- Always be substance-free and safe highway users.
- Commit to at least two major safety projects in the school year and report on them. Support other schools in doing the same.
- Model, educate, and promote a fun, safe, and substance free lifestyle to their peers, parents, schools, communities, other states, and countries.
- Network with groups in their schools, nearby schools, and communities, e.g., GMPP, Student Council, National Honor Society, New Directions/Community Coalitions, OVX, VKAT, etc.
- Be their school contact for the VTLSP state coordinator.
- Encourage their school to send students to GYLC and other state and national conferences.
- Assist with and promote VTLSP Fun Days.
- Ensure a YAC representative is designated in the spring for the following school year.

The VTLSP advisors play an important role in the smooth operation of the program, both at the state level and especially at the local level. Each year we bring together the VTLSP Advisors for a training/conference. It is an opportunity for advisors and the teen officers to network, get new ideas and refresh their resolve to help one another to succeed.
Without strong and dedicated leadership from the advisors, the VTLSP teens would have a difficult time making programs and activities work.

Founder: Carol L. Rose
Carol Rose had various roles at the Vermont Department of Education including the Alcohol, Tobacco & Other Drug Prevention and Traffic Safety Programs Coordinator. She has overseen Safe & Drug Free Schools and Communities, Driver Education, Tobacco Prevention, ACT 51, and VTLSP/SADD programs.
Carol founded VTLSP in 1990 realizing the importance of positive youth development as a prevention strategy. As an accomplished educator, Carol understood the problems of peer pressure and the value of peer education in dealing with the issues facing young people. VTLSP is made up of high school students from around the state who aspire to take a leadership role in promoting a safe and drug free lifestyle in their schools and communities.
Each year VTLSP students participate in a wide range of health and safety related activities on a local, state and national level. In their schools, VTLSP students are active in cross-age peer teaching (high school students teaching junior high and elementary students), planning and promotion of substance free activities, safety belt use promotion and surveys, planning and implementation of special safety events such as the Ghost Out, the Tie One On Campaign, and providing positive peer role models.
At the state level, the students spend numerous hours planning and presenting the annual Governor's Youth Leadership Conference for approximately 600 people. Carol facilitated this conference from 1987 through 2007. When VTLSP was formed in 1990 Carol understood the need to give young people considerable input into such events. This model has proven to be very successful.
On the national level VTLSP students attend the National SADD Conference each summer. For the past three years VTLSP students have been selected to serve on the SADD Student Leadership Council. At the national level Vermont students meet other, like-minded students to share ideas, present and participate in workshops presented by other students and adults from around the country. They also have the opportunity to see national speakers who provide them with knowledge and inspiration.
Through Carol's hard work, patience, and expert guidance VTLSP has had a major impact on highway safety in the state of Vermont. Many positive indicators on the Youth Risk Behavior Survey reflect the work that VTLSP has done as part of combined efforts here in Vermont. These efforts are helping address Vermont's challenge to increase safety belt use, lower highway deaths and injuries and reduce the rate of underage drinking and other drug use.
Although Carol will not be providing as much direct service to youth in her new position, she looks forward to finding more state and national resources to continue to promote positive youth development in Vermont. She will continue to encourage all prevention programs to bring teens "to the table", listen to their voices and tap into their incredible positive energy.
