Second Class License
A Second Class License is for stores that sell beer, wine, or tobacco products.
Who should apply for this license?
A Second Class License allows a store to sell beer and wine only to the public for consumption off the premises and to export (out of the state) malt or vinous beverages only (provided that the licensee follows the guidelines for importation of malt or vinous beverages into that state).
A Second Class License holder may also apply for a Fortified Wine Permit, which allows the licensee to purchase listed fortified wines and order case loads of non-listed (by Division of Liquor Control Agencies) fortified wine products for resale.
Second Class Licensees can ship vinous beverages out of state provided that the licensee follows the guidelines for importation of vinous beverages into that state. The law does not allow for shipping to consumers in-state.

How to apply for this license
- Sign up or login to the Department of Liquor and Lottery, Division of Liquor Control’s Online Portal. This is required for license applications and renewals.
- Within the Online Portal, complete and submit the license application form with the appropriate fee. Please note that fees are non-refundable.
- Once submitted, your application or renewal will be reviewed by the Division of Liquor Control and you will be notified about your application’s status. The process typically takes two to six weeks.
- Approved licenses and permits will be available for download through the Online Portal.
